The Bureau: XCOM Declassified is a budget Mass Effect clone set in the reopened XCOM universe. It’s a prequel that takes place in 1962 in which an alien invasion occurs but is somehow covered up enough to not be talked about by the time the second invasion occurs during Enemy Unknown. The game was first announced in 2006 and went through several variations and mixed reception and development hell until the final product was released in 2013.
Bureau is a third-person shooter that combines team elements and powers from the original Mass Effect while using the design language to keep it in line with Enemy Unknown. For the most part, it works and I never got bored throughout my playthrough. The downside is that the enemy and ally AI is mediocre at best making some battles a slog due to your squad killing themselves by charging for zero reason. The weapon type is also not very memorable and would have been improved if they had implemented some sort of research or upgrade like the drug in Enemy Unknown.

The story has its ups and downs as a mix of X-Files, 1950s Sci-Fi B-movies, and The Right Stuff. The story starts off strong but then things start to happen as you move from mission to mission but it doesn’t adequately explain why or how much time has passed. There is really no clear narrative until near the end when the war is almost over. The characters are barely memorable and the dialogue choices are meaningless. There are several sidequests and dialogue trees in the game but they pretty much do nothing and have no narrative consequence. None of it has any impact on character or ending and you can really just do all the main line works if you want and be completely void of value.
I actually enjoyed my time playing the game despite its glaring flaws. There really isn’t anything else like it on the market and if anything it’s a fun retro SciFi war romp of a world film from the early cold war era. If you liked XCOM and weren’t turned off by the very different gameplay then this might be worth a shot for you.
